Rewrite `b/*scratch*' function in init file

* .emacs.d/init.el (b/*scratch*): Rewrite to use the new
`get-scratch-buffer-create' function in emacs.git master branch if
available, otherwise use the old `startup--get-buffer-create-scratch'.
